Abstract
This Regulation proclaims the establishment of the Institute for Nature Protection of the Republic of Serbia, as granted by the provisions of article 133 of the national Nature Protection Law. Institute for Nature Protection is a public organization established in order to perform activities for the protection of nature and natural resources located on the territory of the Republic of Serbia, except for natural assets that are located on the entire territory of the Autonomous Province of Vojvodina.
The Institute shall perform the following tasks: 1) collection and processing of data on nature and natural values; 2) monitoring the condition and assessment of nature conservation and the degree of endangerment of geoheritage objects, wild species and their habitats, habitat types, ecosystems, ecologically significant areas, protected areas, ecological corridors, ecological networks and landscapes; 3) preparation of protection studies which determine the values of areas proposed for protection and the manner of managing those areas with the proposal of the act on protection of the area, proposal of the act on termination of protection of the area, preparation of proposal for preliminary protection of the area; participation in the procedure of public insight for the purpose of declaring protected natural assets; 4) issuing conditions for works on protected natural assets; 5) issuing opinions on the management plan of the protected area; 6) performing expert supervision on protected natural assets with proposed measures; 7) providing professional assistance to managers of protected natural assets, local self-government bodies, citizens' associations, groups of citizens and natural persons on the protection of nature, landscapes and natural assets; 8) issuing acts on conditions and measures for nature protection in the protected area; 9) giving opinions on projects, works and activities which cannot have a significant impact on the integrity of an ecologically significant area from the point of view of protection objectives; 10) participation in the process of selection of managers of protected goods; 11) participation in the procedure for determining compensatory measures; 12) determination of conditions and measures for nature protection and natural values in the process of development and implementation of spatial and urban plans, project documentation, bases (forest, hunting, fishing, water management, and other), programmes and strategies in all activities that affect nature; 13) performing professional work in the process of making an assessment of the acceptability of works and activities in nature, preparation and implementation of projects and programmes in protected areas; 14) proposing the scope and content of feasibility studies and environmental impact assessments in the process of reintroduction and settlement of wild species in the wild; 15) keeping records on the manner and scope of use, as well as endangering factors of protected and strictly protected wild species in order to determine and monitor the condition of their populations; 16) preparation of a five-year report on the state of nature, protected natural assets and ecological networks, in cooperation with the Provincial Institute for Nature Protection and other professional and scientific institutions; 17) organization and implementation of educational programmes and promotional activities in nature protection and strengthening public awareness for nature protection and sustainable development; 18) participation in the implementation of ratified international agreements on nature protection; 19) inventory of individual elements of geological, biological and landscape diversity with statistical analyzes and reports on their condition; 20) maintaining a database in the field of nature protection as part of a single information system of the Environmental Protection Agency; 21) keeping a register of protected natural assets and other data of importance for nature protection; 22) informing the public about natural values, nature protection, its endangerment, factors and consequences of endangerment; 23) publication of scientific and professional contents, monographs, posters and other printed materials in the field of nature protection; 24) administrative and other tasks entrusted to the Office as public authorities; 25) other possible tasks if in accordance with valid legislation and id determined by internal statute.
