Agreement between the Ministry of Environmental Protection and Natural Resources and the Committee on Geology and the Use of Subsoil on cooperation of their bodies regarding state control over environmental protection at the objects of the use of subsoil (1995).

The present Agreement establishes the main directions of and principles of inter-action between the Ministry and the Committee and their territorial bodies in the process of carrying out state control over environmental protection at the objects of the use of subsoil. The competence of the Ministry and the Committee is distributed in the following manner: 1. the Ministry carries out state ecological control over the impact of subsoil on atmospheric air, surface water, soil, natural landscapes, the vegetable kingdom and wildlife, as well as the state of water basins and the ground of inland water basins, territorial sea, EEZ, continental shelf outside EEZ and the plots of the World Ocean assigned to the Russian Federation; 2. the Committee carries out state control over the rational use of subsoil in the process of management of underground resources under the surface soil and bottom silt accessible for geological study and management. Control must be carried out at the platforms determined by licences for the use of subsoil issued by the Committee, as well as at the platforms of the regional and other geological works carried out without licence.
