Abstract
This Law establishes that those underground resources within the territory of the Russian Federation, including subsoil domain and mineral resources contained therein are state property. Therefore, subsoil areas shall not be subject to purchase, sale, gift, inheritance, deposit, pledge or any other form of alienation. The right of use of underground resources may be subject to alienation or assignment by one person to another insofar as such transfer right is permitted by federal laws. Mineral and other underground resources produced under license terms may have the status of Federal Property, the property of the Russian Federation subdivisions, municipal, private, or any other property status. This Law decrees that the State Reserve of Underground Resources consists of areas in use defined as geometric blocks of subsoil domain, as well as subsoil areas not in use within the territory of the Russian Federation and its continental shelf. Federal Bodies of the Russian Federation and its subdivisions exercise the joint control over the ownership and the disposal of the State Reserve of Underground Resources within the territory of the Russian Federation and its continental shelf. This Federal Law is composed of 7 sections containing 52 articles. Section I contains 5 articles and outlines the general provisions for the use of underground resources. Section II contains articles (6-22) that regulate the use of underground resources. Section III comprises articles (23-34) regarding the rational use and conservation of underground resources. Section IV comprises articles (35-38) and deals with the state regulation of the use of underground resources. Section V comprises articles (39-48) and concerns the issue of payments for the use of underground resources. Section VI specifies the liability for the infringement of this Federal Law. Section VII contains article 52 regulating the application of the provisions of International Agreements in the matter of the use of underground resources.

This Law has been consolidated as of 2 January 2000. This Federal Law is applicable throughout the entire territory of the Russian Federation and on the Russian Federation's continental shelf.
