Abstract
The Government of the Russian Federation and the administration of the Khabarovsk Territory have agreed as follows: 1). This Agreement delimits authority between the Parties as regards use and protection of water basins situated on the territory of the Khabarovsk Territory and classifies water basins as federal and territorial property. 2). The Government of the Russian Federation provides for carrying out the main directions of state policy in the field of use and protection of water basins, elaboration and realization, with the participation of the administration of the Khabarovsk Territory of the federal special programs regarding use, restoration and protection of water basins, prevention and liquidation of the consequences of hazardous impact on the territorial water resources, concedes at the proposal of the administration of the Khabarovsk Territory in accordance with the established modalities to the local administration of the areas populated by indigenous population into special use water basins pertaining to federal property. 3). The administration of the Khabarovsk Territory is entitled to elaborate and carry out territorial special programs regarding use, restoration and protection of water basins, takes part into elaboration and realization of federal special programs regarding use, restoration and protection of water basins, prevention and liquidation of the consequences of hazardous impact on the territorial water resources situated on the territory of the Khabarovsk Territory, concedes at the proposal of the local administration of the areas populated by indigenous population jointly with Territorial water institution into special use water basins pertaining to territorial property.

The Agreement enters into force from the date of signature.
Notes
This Agreement has the validity of 5 (five) years and the term shall be automatically prolonged for the subsequent five-year periods unless one of the Parties informs the other Party by means of written notification of its intention to invalidate it 6 (six) months before its expiry.
