Regional Resolution No. 498 validating State Program "Sustainable development of the fishery complex for 2014-2020".

The scope of the State Program is sustainable development of the fishery complex of the Pskov region based on the conservation, reproduction and rational use of aquatic biological resources and ensuring the competitiveness of commodities and services produced by fishery enterprises.
To achieve this goal, the State Program provides for the solution of the following tasks: (a) to stimulate the growth of catches of aquatic biological resources and increase the efficiency of their processing; (b) to assist in renewal of the material and technical base of fishery enterprises; (c) to increase the volume of production of commercial fish products; (d) to increase the resource base of fisheries by artificially reproducing aquatic biological resources and increasing the efficiency of conducting comprehensive fisheries research on the state of stocks of aquatic biological resources; (e) to create conditions for the reproduction and conservation of aquatic biological resources and their habitat; (f) to increase the productivity of commercial fishfarming and expand the species composition of cultivated aquatic biological resources in the region; and (g) to attract young personnel and increase the prestige of the fishing industry.
As a result of the implementation of the State program, the achievement of established values for the following indicators will be ensured: (a) the volume of growing aquatic biological resources will increase by 2020 to 1450 tons; (b) the number of created or converted fish processing shops will be 3 by 2020; (c) the number of fishing grounds provided for commercial fishfarming by 2020 will be 50; (d) the total stocking volume of waterbodies by 2020 will be 7,200 thousand; and (e) the total number of research projects by 2020 will be 7.
In order to ensure sustainable development of the fishery complex, it is necessary to implement a list of activities of the fishery complex: (a) industrial fishing and the associated fish processing complex; (b) commercial fishfarming and activities related to ensuring the functioning of fish farms operating in the field of acclimatization of aquatic biological resources and cultivation of fish seeding material; (c) protection of aquatic biological resources and their habitat, which included measures aimed at maintaining and improving the condition of waterbodies; and (d) information support for the sector, which included general activities aimed at supporting fishery activities, namely research, extension and information support.
