Federal Law No134-FZ of 2001 regarding protection of the rights of juridical persons and individual business undertakers in the process of carrying out state control (supervision).

This Federal Law consists of 3 Chapters that contain 18 Articles. Chapter 1 lays down the general provisions. Chapter 2 establishes requirements for the authorized institutions in the process of carrying out control arrangements. Chapter 3 establishes the rights of juridical persons and individual business undertakers in the process of carrying out state control (supervision) and their protection. This Federal Law is aimed at the protection of the rights of juridical persons and individual business undertakers in the process of carrying out by federal executive bodies and regional executive bodies state control (supervision). This Law regards authorized institutions for carrying out state control (supervision) in accordance with the legislation of the Russian Federation. The provisions of the present Law are not applicable to state control (supervision) carried out by the administration of seaports and river ports, licensing control, sanitary and quarantine control, phytosanitary and veterinary control at the border crossing of the state border of the Russian Federation. This Law establishes the modalities of carrying out the arrangements for control carried out by the authorized state institutions for carrying out state control (supervision), the rights of juridical persons and individual business undertakers in the process of carrying out state control (supervision), arrangements for the protection of their rights and legal interests, the duties of the authorized state institutions for carrying out state control (supervision) and their officials. State institution authorized for carrying state control (supervision) can carry out extraordinary inspections on receiving information from juridical persons, individual business undertakers and state institutions regarding emergency situations, change or violation of technological processes and wreckage of equipment that may cause endanger life, human health, environment and property of citizens, juridical persons and individual business undertakers and in case of impending threat to health and life of citizens, environmental pollution, damage of property, including homogeneous commodities (produce, service) belonging to other juridical persons and (or) individual business undertakers.
