Abstract
The goal of energy development in the Russian Federation is, on the one hand, maximum assistance to socio-economic development of the country, and on the other hand, strengthening and maintaining positions of the Russian Federation in the global energy sector, at least for the period up to 2035.
The priorities of the state energy policy of the Russian Federation are: (a) guaranteed energy security of the country as a whole and at the level of constituent entities of the Russian Federation, especially those located in geostrategic territories; (b) priority satisfaction of domestic demand for products and services in the energy sector; (c) transition to environmentally friendly and resource-saving energy; (d) development of competition in competitive activities of the fuel and energy complex in the domestic market; (e) rational environmental management and energy efficiency; (f) maximum possible use of equipment that has confirmation of production on the territory of the Russian Federation; (g) increasing the effectiveness and efficiency of all levels of management in the fuel and energy complex; and (h) maximum use of the advantages of centralized energy supply systems.
The objectives of environmental protection and combating climate change for sectors of the fuel and energy complex are: (a) reducing the negative impact of the activities of fuel and energy complex organizations on the environment; and (b) reducing the negative impact of the activities of organizations in the fuel and energy complex on the climate and their adaptation to climate change.
The objectives of the development of scientific, technical and innovative activities in the fuel and energy complex and related industries are: (a) development of domestic scientific and technological potential, creation and development of advanced technologies in the energy sector; (b) increasing the innovative activity of organizations in the fuel and energy complex; and (c) modernization and increasing the competitiveness of the fuel and energy complex, mainly industries based on technologies, equipment and materials of domestic production.
This Strategy is implemented by federal executive authorities, authorities of constituent entities of the Russian Federation, state budgetary institutions subordinate to them, commercial and non-profit interested organizations in the energy sector and related sectors of the economy through the adoption of legal, political, information, production and other competencies.
