Abstract
The goal of the socio-economic development of the North Caucasus Federal District is to ensure the sustainable development of all territories of the district, based on the efficient use of resources, the implementation of measures aimed at developing human potential, and the development of a sustainable economy based on the most competitive industries of specialization.
The key objectives are: solving systemic problems of socio-economic development of the district's territories, affecting the development of all sectors of the economy and social sphere; accelerating economic growth and ensuring employment through the development of priority specializations in the most competitive sectors of the economy; implementation of activities aimed at developing human potential; infrastructure support for socio-economic development; balanced spatial development. In particular, realization of tourism and recreational potential through the development of key tourist areas at the international and national levels; development of all available tourism destinations through the creation of regional and local tourism products based on the most promising points of attraction; development of traditional sectors of specialization in agriculture and manufacturing, which have the greatest competitiveness for increasing labor productivity and developing new markets; development of environmental monitoring systems and monitoring of the state of natural medicinal resources (thermal and medicinal waters; modernization of systems for collecting and purifying surface runoff (storm drainage), water disposal systems (domestic sewerage); arrangement of additional capacities for drainage of unused water from self-flowing sources into storm and domestic sewers.
The priority areas of the Strategy for the development of the agro-industrial complex are: (a) realizing the potential in processing agricultural products by increasing the technological level of agricultural enterprises, developing logistics infrastructure and processing industries; (b) development of reclamation infrastructure through modern methods of irrigation, carrying out agro-, forest- and phytomelioration measures with the introduction of high-yielding varieties; (c) expansion of the area of irrigated land through reclamation measures; (d) ensuring internal food independence and security; (e) increasing the volume of exports of agro-industrial products with high added value; (f) increasing the added value of agricultural commodities produced in the North Caucasus Federal District by stimulating the influx of investment in the creation of new and modernization of existing farms and industries; (g) integration of small forms of farming into the overall production and supply chain in the context of a system of support for farmers and the development of rural cooperation; and (h) maintaining the population level in rural areas and rural agglomerations of the constituent entities of the Russian Federation that are part of the North Caucasus Federal District.
