Government Decree No. 996 validating Federal Scientific and Technical Program for the Development of Agriculture for 2017-2030.

The goal of the Program is to ensure import substitution and increase production efficiency in the agricultural sector through the development and implementation of domestic innovative technologies and achievements, increasing their competitiveness based on interaction between state, science and business.
The objectives of the Program are to support the agro-industrial complex by current scientific developments and technologies for increasing the competitiveness of domestic agro-industrial complex according to the market requirements; creating conditions for interaction between business community and representatives of scientific activities; creation and implementation of domestic technologies, ensuring the production of seeds of the highest categories (original and elite) of agricultural crops, breeding products (material), breeding resources in areas of domestic crop and livestock production with high degree of dependence on seeds or breeding products (material), breeding resources of foreign origin; creation and implementation of domestic technologies, ensuring the production of high quality feed, feed additives for animals and medicinal products for veterinary use; creation and implementation of domestic technologies, providing pathogen diagnostics of agricultural crops; creation and implementation of domestic technologies, ensuring the production of pesticides and agrochemicals for use in agriculture; creation and implementation of domestic technologies, providing production, processing and storage of agricultural commodities, raw materials and food; creation and implementation of domestic technologies, ensuring quality control of agricultural commodities, raw materials and food and expertise of genetic material; creation and implementation of domestic technologies, providing development, creation and production of modern high-performance agricultural machinery and equipment; training of personnel for sub-sectors of agriculture and attracting young specialists focused on rapid adaptation to the requirements of scientific and technical progress.
Target indicators of the Program, related to share of use of domestic breeding and genetic development in the total volume of market: (a) in crop production - share of seeds of main agricultural crops of domestic selection in the total volume of seeding (planting) for basic agricultural crops on the territory of the Russian Federation by 2031 at a level of at least 75 percent, of which: potatoes - 50 percent; sugar beets - 50 percent; grain crops - 91 percent; oilseeds - 75 percent; corn - 77 percent; share of planting material of varieties and clones of fruit and berry crops produced on the territory Russian Federation, in the total laying area of fruit and berry crops on the territory of the Russian Federation by 2031 - 85 percent; share of vineyards planted with seedlings of grapes produced in the Russian Federation, in the total area of grape plantings on the territory of the Russian Federation by 2031 - 70 percent; and (b) in livestock farming - share of production of new domestic competitive crosses of meat chickens for the purpose of obtaining broilers in the total volume produced at territory of the Russian Federation of meat chicken crosses in in order to obtain broilers by 2031 - 25 percent; share of production of domestic breeding of beef cattle in total purchased on the territory of the Russian Federation by 2031 year - 99 percent; share of production of domestic breeding of dairy cattle in total purchased on the territory of the Russian Federation by 2031 - 72.1 percent.
