Government Order No. 4356-r validating the National Strategy of Action in the Interests of Women for 2023 - 2030.

The National Strategy of Action in the Interests of Women for 2023 - 2030 is a fundamental document that defines the main directions of state policy in the interests of women for the medium term. The Strategy is aimed at consolidating the efforts of federal government bodies, government bodies of constituent entities of the Russian Federation, local government, the business community, non-profit organizations and citizens of the Russian Federation to ensure the principle of equal rights and freedoms for men and women and create equal opportunities for their implementation.
Achieving the goal of the Strategy is carried out within the framework of the following main areas of activity: (a) strengthening the position of women in social and political life of the country; (b) creating conditions for the development of their civic activity; (c) increasing the role of women in the development of society, improving the quality of their lives; (d) increasing women's participation in priority areas of socio-economic development of the country, including the formation of new economic growth points; (e) maintaining the health of women of all ages; (f) creating conditions to enhance the role of women in creating a healthy society; and (g) prevention of social ill-being of women.
State policy in the interests of women is assessed using the following indicators: (a) life expectancy, including by gender; (b) the share of women among persons with higher and secondary vocational education (by field of education), in the total population with higher and secondary vocational education (by field of education); (c) the share of women among heads of organizations of various forms of ownership in the total number of heads of organizations of various forms of ownership; (d) the share of women in legislative and executive bodies of state power and local government bodies in the total number of employees of legislative and executive bodies of state power and local government bodies; (e) the share of socially oriented non-profit organizations headed by women in the total number of socially oriented non-profit organizations; (f) the ratio of wages between men and women; (g) unemployment rate, including by gender; (h) the share of women of working age and over working age living in households with incomes below the poverty line in the total population living in households with incomes below the poverty line; (i) the number of women employed in workplaces with harmful and (or) dangerous working conditions; and (j) the number of social service organizations, including crisis centers (departments), providing assistance to women who find themselves in difficult life situations, victims of family and psychophysical violence.
The expected results of the implementation of the Strategy are: (a) increasing life expectancy for women; (b) reduction in maternal mortality; (c) reducing the wage differential between men and women; (d) increasing the share of women among managers at all levels in industrial institutions, business and government sector; (e) reduction in the number of crimes committed against life and women's health.
