Governmental Governance No. 1796-r validating long-term Strategy for the development of grain sector of the Russian Federation until 2035.

Federation until 2035 establishes that grain production forms the basis of agro-industrial complex of the Russian Federation and is the largest agriculture sub-sector, on the development of which significantly depends the country's food security, provision of the population with foodstuffs and their standard of living, and also financial condition of agricultural producers. Priority role of grain in food security safety is also determined by technological capability of creation of reserves and grain stocks destined to ensure supplies to the country, with the consideration of agro-climatic and geographical factors and regional specifics. The goal of the Strategy is to create a highly effective, scientifically and innovationally oriented, competitive and an investment-friendly balanced system for production, processing, storage and marketing of basic grains and leguminous crops, products of their processing, ensuring food security of the Russian Federation, completely meeting the country's domestic needs and creating significant export potential. To achieve this goal shall require solution of the following tasks: (a) development of domestic seed selection aimed at increasing the yield of the varieties used; (b) reducing annual fluctuations and increasing the gross yield of varieties used and harvesting of cereals and legumes by increasing processability, yield and optimal structure of cultivated area, as well as increasing volume and improving quality of the fertilizers used; (c) ensuring economic efficiency of trade of cereals by agricultural producers; and (d) increase of export of cereals.
