Government Order No. 3971-r validating Strategic Direction in the field of digital transformation of the agro-industrial and fishery sectors of the Russian Federation for the period until 2030.

During the implementation of the Strategic Direction in the agro-industrial complex, including agriculture, food and processing industry, beverage production and tobacco, in rural areas, and the fishery complex, including fishing and fishfarming, the following technologies will be introduced: (a) modeling and forecasting; (b) digital twins; (c) artificial intelligence, including machine learning, computer vision; (d) internet of things; (e) unmanned aerial vehicles; (f) unmanned agricultural machinery and robotics; (g) Earth remote sensing; (h) satellite communication and positioning systems; (i) big data processing; (j) sensors and beacons with satellite data transmission channel; (k) technologies for recording fishing activities (for equipping vessels of the fishing fleet). These technologies will be used both within public administration, and to improve efficiency of production and sales processes of enterprises of agro-industrial and fishery complexes.
The goals of digital transformation are to achieve a "digital maturity" in the field of agro-industrial and fishery complexes, achieving food security, increasing efficiency of production processes in agro-industrial and fisheries complexes, expanding the sales capabilities of enterprises of agro-industrial and fishery complexes, as well as increasing the digital literacy of enterprise employees in the field of agro-industrial and fishery complexes.
The objectives of digital transformation are: (a) increasing the economic and physical accessibility of products of agro-industrial and fishery complexes due to the use of digital solutions; (b) providing the industry with highly qualified personnel, with digital competencies; (c) reduction of costs and production costs of agro-industrial and fishery complexes; (d) ensuring completeness and reliability of situation data in the agro-industrial and fishery complexes; (e) increasing the openness of information for enterprises of agro-industrial and fishery complexes; (f) reduction of paperwork and delivery times for government services; (g) reduction of illegal trafficking in agro-industrial and fish products; and (h) improving the quality of event planning for agro-industrial and fishery complexes.
