Ministerial Decree No. 1230 of 1995 regarding validation of the Regulation on licensing of designing and research activity related to the use of land.

The Government, for the purpose of regulating the issues of licensing of designing and research activity related to the use of the stock of land and the application of common technology in the process of its realization, decrees to validate the Regulation. The document consists of 23 Articles. Regional executive bodies are entitled to issue licences as regards the following types of designing and research activity related to the use of land: 1). Elaboration of land surveying projects concerning setting up of brand new land tenure and regulating of existing land tenure on the basis of the quotas of allotment currently in force and the validated land surveying and urban planning documentation. 2). Elaboration of land surveying projects related to the establishment of legal basis for the use of land, limitation and restriction of land tenure, substantiation of territorial distribution and demarcation of boundaries of protected areas. 3). Elaboration of the documentation dealing with consolidation of the boundaries of urban and countryside settlements and other municipal units, exposure of changes in the state and the use of the stock of land and valuation of their consequences. 4). Exposure of abandoned land, irrationally used lands and land used against its predestination. 5). Realization of land valuation, elaboration of documentation for the assessment of value of land for taxation purposes and for the determination of the normative price of land, marketable zoning of administrative and territorial units. Licences for the aforesaid types of activity are issued for the period not less than 3 years. Licensing authorities must keep up registers of issued, registered, suspended and cancelled licences. Officials, juridical and physical persons that carry out the aforesaid activity without licence are liable to prosecution in accordance with the legislation currently in force.
