Ministerial Decree No. 1251 of 1997 "On fees for the use of wildlife species and its maximum limits".

The Government decrees as follows : To establish that the following species of biodiversity, liable to hunting or fishing with licences (authorization / permit) are charged - species destined for hunting, species destined for fishing, species recorded in the Red Book of the Russian Federation and species not destined for hunting nor fishing and not recorded in the Red Book. Russian and foreign juridical persons, Russian nationals, foreign citizens and stateless persons are charged for the use of the above-mentioned biodiversity. Specific hunting/fishing permit fees for wildlife species liable to hunting or fishing with hunting/ fishing authorization/permit are determined by the Regional Executive Bodies taking into account local conditions and types of the use of wildlife species on the basis of maximum limits of fees established by the Government of the Russian Federation.
