Ministerial Decree No. 1574 of 1996 regarding the modalities of issuing of the long-term licences for wildlife biodiversity.

The Government, in accordance with the Federal Law "On Wildlife", decrees that the issuing authority of the licence for wildlife species destined for hunting is the Ministry of Agriculture and Food, for wildlife and marine species destined for fishing is the Federal Fisheries Committee, for wildlife and marine species not destined for hunting nor fishing is the Federal Committee of Environmental Protection. This Decree establishes that long-term licences for wildlife and marine species pertaining to the Federal property are issued on the grounds of the Ministerial Decrees if the current Russian Legislation doesn't provide alternative procedure.
