Ministerial Decree No. 219 on state monitoring of water bodies.

This Ministerial Decree establishes the modalities for state monitoring of water bodies through a system of observation, assessment and forecast of changes in the state of water bodies pertaining to Federal, regional or municipal property and private property of natural and legal persons. Monitoring shall be carried out for the following purposes: (a) timely identification, forecasting and prevention of the development of processes that have a negative impact on water quality and the state of water bodies; (b) assessment of the efficacy of measures for the protection of water bodies; and (c) database organization and management. Monitoring shall include the following activities: (a) regular valuation and assessment of the state of water bodies, including qualitative and quantitative indices of water resources and the conditions of water management; and (b) data collection, reporting and registration.
