Ministerial Decree No. 249 of 2001 regarding validation of the Regulation on the modalities of forwarding requests for carrying out marine research work in Exclusive Economic Zone of the Russian Federation and decision making.

The Government decrees to validate the Regulation. This Regulation establishes the modalities of forwarding requests for carrying out marine research work in Exclusive Economic Zone of the Russian Federation and decision making. If marine research work must be carried out even partially in inland sea, territorial sea, sea-coast or with the use of shoreline infrastructure then the modalities of forwarding requests for the aforesaid activity must be carried out in accordance with the Federal Law « On internal waters, territorial sea and contiguous zone of the Russian Federation ». If for the purpose of carrying out marine research work is necessary to create artificial islands, installations and constructions, then the modalities of forwarding requests for the aforesaid activity and decision making must be carried out in accordance with the Federal Law « On continental shelf of the Russian Federation ». The document consists of IV Sections that contain 21 Paragraphs. Section 1 lays down the general provisions. Section II establishes the modalities of the examination of request. Section III determines the grounds for the refusal of permit. Section IV establishes the particulars of examining the requests forwarded by the competent international organizations. The document contains 2 Annexes.
