Ministerial Decree No. 26 regarding validation of the Regulation on state registration of feedstuffs manufactured from GMOs.

The Premier decrees that feedstuffs manufactured from GMOs are subject to compulsory state registration. Regulation establishes the modalities of state registration of feedstuffs manufactured from GMOs, except for raw materials extracted from transgenic animals, issuing certificates of state registration of feedstuffs and keeping register of feedstuffs manufactured from GMOs. Feedstuffs are considered vegetable, animal, microbiological products and their components used for feeding animals, containing assimilable nutritious substances that do not cause hazardous impact on animal health. The present Regulation is compulsory for all Russian and foreign subjects of scientific-technical and economic activity irrespectively of their organizational-legal form and natural persons carrying out manufacturing and import of feedstuffs from GMOs on the territory of the Russian Federation. The Ministry of Agriculture is authorized institution for registration of feedstuffs manufactured from GMOs. The applicant must forward to the Ministry of Agriculture the following documentation: 1) application for registration; 2) materials containing data on the origin of feedstuffs, valuation of potential danger of feedstuffs manufactured from GMOs (in comparison with original basic feedstuffs) and recommendations of the applicant on its reduction; data on projected use of feedstuffs and its registration and use abroad; data on the technology of growing of plants used for manufacturing of feedstuffs, data on manufacturing technology of feedstuffs manufactured from GMOs; draft of instruction on use of feedstuffs manufactured from GMOs; 3) copy of certificate issued by the Ministry of Industry, Science and Technologies on safety of GMOs used for manufacturing of feedstuffs in case of conservation of its reproduction capacity; 4) copy of certificate of recording genetically modified plant species used for manufacturing of feedstuffs in State register of selection achievements authorized for utilization if the afore-mentioned plant species maintains reproduction capacity and is destined for subsequent growing of biomass or hard forage.
