Ministerial Decree No. 3 validating the Regulation on licensing in the area of hydrometeorology and related fields.

This Ministerial Decree establishes the modalities for licensing the following activities: (a) hydrometeorological audits; (b) oceanographic research; and (c) active hydrometeorological impact. A separate nominal licence shall be issued for each activity. Licences shall be valid throughout the territory of the Russian Federation and the licensing authority shall be Federal Service on Hydrometeorology and Environmental Monitoring. Applicants must submit to the licensing authority the following documents: (a) application; (b) copy of state registration as a legal person or individual entrepreneur; (c) registration by a taxation body; (d) receipt of payment of licensing fee; (e) availability of equipment; and (f) attestation of personnel qualifications.
