Ministerial Decree No. 317 entitling federal executive bodies with some functions in the sphere of fisheries and conservation of aquatic biological resources.

The Premier decrees to entitle the Ministry of Agriculture with the following functions: 1) to validate annually total allowable catch in inland waters, including internal sea, territorial sea, continental shelf, EEZ of the Russian Federation, in the Sea of Azov and in the Caspian Sea, and also quotas conceded to the Russian Federation in conformity with international agreements; 2) to distribute annually of total allowable catch and quotas conceded to the Russian Federation in conformity with international agreements in accordance with the types of quotas; 3) to validate the arrangements for stock enhancement of aquatic biological resources; 4) to validate model fisheries regulations and fisheries regulations for each single fishing water body; 5) to validate the list of the types of fishing vessels, fishing gear and fishing methods for coastal fisheries distributed by fishing areas. The Federal Fisheries Committee is entitled with the following tasks: 1) to establish annually total allowable catch; 2) to distribute annually total allowable catch conceded to the Russian Federation in conformity with international agreements in accordance with the types of quotas; 3) to determine the categories of fishing water bodies and the particulars of utilization thereof; 4) to issue certificates of allocation of quotas; 5) to carry out state monitoring of aquatic biological resources. The Federal Veterinary and Phytosanitary Supervision Service is entitled with the following tasks: 1) to carry out state supervisions in the sphere of fisheries and conservation of aquatic biological resources; 2) to suspend or to cancel before expiry fishing authorization.
