Ministerial Decree No. 453 regarding validation of the Regulation on licensing of geodetic and cartographic activity.

This Regulation determines the modalities of licensing of geodetic and cartographic activity carried out by juridical persons or by private employers. Geodetic and cartographic activity that comprises carrying out work in accordance with the Annex to the present Regulation is subject to licensing. Federal Service of Geodesy and Cartography and its territorial branches are entitled with licensing of geodetic and cartographic activity except for licensing of geodetic and cartographic activity as part of construction activity, planning and prospecting in the process of land use planning and keeping state land cadastre that is the sphere of competence of other Federal Executive Bodies. Licence for carrying out geodetic and cartographic activity issued by licensing authority is valid on the whole territory of the Russian Federation. Exclusively juridical person or private employer that are holders of the licence can carry out the aforesaid activity. Heads and officials of the licensing authority are liable for the prosecution in accordance with the legislation currently in force for the infringement or improper execution of the modalities of licensing.
