Ministerial Decree No. 467 of 1995 regarding validation of the Regulation on Fisheries Committee.

The Government decrees to validate the Regulation. Fisheries Committee of the Russian Federation (ROSKOMRYBOLOVSTVO) is Federal Executive Body entitled to carry out state management and control in the field of use, reproduction and protection of aquatic biodiversity (fish, aquatic animals, aquatic plants) and development of fishing industry. Fisheries Committee carries out its functions in cooperation with other Federal Executive Bodies, Regional Executive bodies and local administration. Fisheries Committee, its basin institutions and other institutions for the protection, reproduction of the stock of fish and fisheries regulation are specially authorized state bodies as regards protection, control and regulation of the use of biodiversity and its natural habitat. They make part of the system of specially authorized state institutions in the field of environmental protection and are responsible for conditions, conservation and rational, inexhaustible use of aquatic biodiversity. The Ministry of Environmental Protection and Natural Resources and its territorial (local) branches co-ordinate their activity in this sphere within the limits of their competence.
