Ministerial Decree No. 545 regarding validation of the Regulation on elaboration and validation of ecological standards of emission and discharge of pollutants into environment, limits for the utilization of natural resources and waste disposal.

Ecological standards are validated by the Ministry of Ecology, other authorized institutions in the sphere of environmental protection and use of natural resources, organs of sanitary and epidemiological supervision in accordance with their sphere of competence. Ecological standards for pollutants that may cause transboundary effects and standards for the utilization of natural resources pertaining to federal property or of inter-regional importance must be validated by the Ministry of Ecology and Natural Resources. Enterprises, institutions and organizations engaged in nature management are set the amount of maximum limits and coordinated emission and discharge of pollutants into environment with the indication of the stages and terms of reaching standards of maximum limits of emissions and discharge.
