Official Letter No. 01-15/29-2115 of the Ministry of Environmental Protection and Natural Resources regarding Provisional Regulation on environmental protection against industrial and consumer waste.

Provisional Regulation regards enterprises, associations, organizations and institutions irrespectively of their form of property, departmental subordination, natural persons, as well as foreign natural and legal persons engaged in any kind of activity on the territory of the Russian Federation as a result of which are forming, utilized, decontaminated, stored and buried industrial and consumer waste, except for radioactive waste. The Regulation consists of 8 Sections. Section 1 lays down general provisions. Section 2 establishes ecological requirements for management of industrial and consumer waste. Section 3 regards rate setting for disposal of industrial and consumer waste. Section 4 establishes the modalities of setting of limits for disposal of industrial and consumer waste. Section 5 establishes the modalities of issuing permits for disposal of industrial and consumer waste. Section 6 regards ecological control in the sphere of waste management. Section 7 establishes administrative liability for the infringement of the requirements for waste management. Section 8 regards compensation for the infringement of requirements for waste management.
