Abstract
Premier decrees to introduce state registration of GMOs and to establish that GMOs destined for the first release in environment, industrial use on the territory of the Russian Federation or import are subject to compulsory state registration. Ministry of Industry, Science and Technologies is authorized institution entitled with the task of state registration and keeping composite register of GMOs. The present Regulation establishes the modalities of state registration of GMOs, keeping composite register of GMOs and issuing licences on state registration of GMOs. Regulation is compulsory for all Russian and foreign subjects of scientific, scientific research and economic activity irrespectively of their organizational and legal form engaged in carrying out activity for the creation of GMOs, their use and release in environment and transactions, including external trade, on the territory of the Russian Federation. State registration of GMOs is carried out in accordance with the following modalities: 1) acceptance and examination of the application on state registration of GMO; 2) analysis of forwarded data on biological safety of the GMO proposed for state registration; Biological safety means absence of factual or prognosticated unfavourable environmental impact of GMO; 3) organization and carrying out of expertise for determination of biological safety of GMO; 4) decision-making as regards biological safety of GMO; 5) recording of GMO in register and issuing of certificate of its state registration.
