Ministerial Decree No.1200 of 1998 regarding validation of the Regulation on activity of state inspectors in the field of agricultural seed-growing and the Regulation on high quality seed and seed control of agricultural plants in the Russian Federation.

The Government decrees to validate the Regulations. The Regulation on activity of state inspectors in the field of agricultural seed-growing determines the modalities of activity of state inspectors aimed at ensuring the observance of the Russian Legislation regulating the issues of production, procurement, processing, storage, trade, transportation and utilization of seeds of agricultural plants. State inspectors of all levels are authorized: 1). To have unimpeded access to physical and juridical persons carrying out activity in the field of seed growing and to obtain from them all the necessary information free-of-charge. 2). To suspend the utilization of seeds in case of exposure of the infringement of the Russian Legislation. 3). To issue directions to physical and juridical persons carrying out activity in the field of seed-growing regarding elimination of the violations of the Russian Legislation. 4). To reject as defective high quality seed plantations in case of the violation of technology of seed growing. 5). To carry out state control over the utilization of protected seeds. 6). To select samples out of seed lots for inspection. 7). To withdraw documents regarding seed quality in case of incompatibility of the testing results of samples selected for inspection with the previous testing results. 8). To prohibit trade of imported seeds not corresponding with the respective state standards of the Russian Federation. The Regulation on high quality seed and seed control of agricultural plants determines the modalities of organization and carrying out high quality seed and seed control of crops and seeds of agricultural plants. High quality seed and seed control is aimed at ensuring the observance of the Russian Legislation in the field of seed-growing, normative acts of the Ministry of Agriculture and Food, requirements of state standards and other normative acts in the field of seed-growing. High quality seed and seed control is carried out as regards crops and seeds belonging to physical and juridical persons irrespectively of the form of property and departmental subordination involved in production, procurement, processing, storage, trade, transportation and utilization of seeds of agricultural plants.
