Ministerial Decree No.794 regarding common state system of the prevention and liquidation of emergencies.

The Government decrees to validate the Regulation on common state system of the prevention and liquidation of emergencies. The present Regulation establishes the modalities of organization and functioning of common state system of prevention and liquidation of emergencies. Common system unites managing bodies, forces and means of the federal executive bodies, regional executive bodies, local self-government and organizations which competence consists in the solution of issues in the sphere of protection of population and territories against emergencies. Coordinating bodies, permanent managing bodies, bodies of everyday management, forces and means, financial and material reserves, communication systems, early warning systems and information systems are set up at each level of common system. The main arrangements carried out by managing bodies and forces of common system are: 1) study of the state of environment and forecasting of emergencies; 2) data collection, processing and exchange of information in the field of protection of the population and territories against emergencies and ensuring fire prevention; 3) elaboration and realization of special and scientific and technical programs and arrangements for the prevention of emergencies and ensuring fire prevention. Liquidation of transboundary emergencies is carried out by decision of the Government in accordance with international agreements of the Russian Federation.
