Ministerial Decree No.874 of 1996 “On the introduction of state registration of ethyl alcohol extracted from alimentary raw materials, alcohol, spirituous foodstuffs and other spirituous products.”

The Government, for the purpose of setting up efficient mechanism of control over the observance of state discipline of excise taxation and complete revenue to the Federal Budget originating from the circulation of alcohol and spirituous foodstuffs, decrees to introduce state registration of ethyl alcohol extracted from alimentary raw materials, alcohol and spirituous foodstuffs, including those imported into the territory of the Russian Federation, by-products of the processing of ethyl alcohol extracted from alimentary raw materials, vodkas, spirituous liquors and subject to further processing, perfumery and cosmetics, including those imported into the territory of the Russian Federation, manufactured with the use of ethyl alcohol extracted from alimentary raw materials and destined for circulation on commodities market and consumer market. Ministry of Agriculture and Food is entitled to carry out state registration of the above-mentioned types of ethyl alcohol at the expense of the organizations-declarants in accordance with the tariffs set by the Ministry of Economy.
