Order No. 109 of the Ministry of Environmental Protection and Natural Resources regarding arrangements for implementation of the Ministerial Decree No. 156 regarding the modalities of issuing permits (administrative licence) for the management of wildlife species recorded in the Red Book of the Russian Federation.

The Minister, for the purpose of implementation of the Ministerial Decree No. 156 of 1996 orders to entitle Department of the protection of biological resources with the task of issuing permits (administrative licenses) for management of wildlife species recorded in the Red Book of the Russian Federation in accordance with the modalities established by the Government of the Russian Federation. Department of the protection of biological resources is authorized to carry out control over the observance of conditions envisaged by permits (administrative licenses). In accordance with issue 5 of the Regulation on licensing of some activities in the field of environmental protection validated by the Ministerial Decree No. 168 the following hunting permit fees must be applied: a) 0,1 of the minimum wages established by law for examination of application for issuing permit (administrative licence) for management of wildlife species recorded in the Red Book of the Russian Federation; b) up to thrice-repeated minimum wages established by law for issuing aforesaid licence (or its copy). In case of additional expertise (including the independent one) the related fees must not be included in the fixed licence fee.
