Abstract
The Regulation consists of 6 Sections and contains 3 Annexes. Licence for the complex environmental management is a document establishing ecological requirements, maximum limits of extraction of natural resources and environmental pollution, and sets the conditions for environmental management. Complex environmental management is the exploitation of natural resources of a given territory in which extraction of a single kind of natural resources must cause minimum damage to other natural resources while the economic activity of an enterprise shall have minimum environmental impact. Licence for the complex environmental management shall contain the following data: 1) data regarding the enterprise in possession of licence; 2) the purpose of activity connected with environmental management; 3) mapping of the plot of land conceded for activity connected with environmental management; 4) the list of natural resources, the limits of extraction or management thereof; 5) the list, norms and limits of emissions (discharge) of pollutants and waste disposal; 6) environmental pollution levels before the beginning of the economic activity and maximum permissible environmental pollution levels; 7) plan of environmental protection arrangements; 8) special ecological requirements on condition of the observance of which the economic activity shall be authorized; 9) terms and conditions of licence and ecological restrictions set by it; 10) liability.
