Order No. 4 of the Ministry of Natural Resources and Ecology validating the Administrative Regulation related to performance of state function by the Federal Subsoil Management Agency of state function for state expertise of deposits of minerals, geological, economic and ecological information related to plots of subsoil subject to allotment for subsoil management.

This Administrative Regulation establishes the terms and sequence of administrative procedures (actions) of the Federal Subsoil Management Agency of state function for state expertise of deposits of minerals, geological, economic and ecological information related to plots of subsoil subject to allotment for subsoil management. The state service for the organization of the state expertise of deposits of minerals, geological, economic and ecological information on the subsoil areas to be provided for use shall be granted to the license holders for subsoil management and (or) work executors under a state contract for geological exploration of the subsoil and (or) (budgetary or autonomous) institutions under the jurisdiction of the Federal Subsoil Management Agency and performing arrangements for state geological exploration of subsoil in accordance with state assignment. Information related to the provision of the aforesaid state service shall be public. Provision of state service shall be performed by the authorized government bodies. The applicant shall file application containing the following information and data: (a) application in accordance with the form contained in the Annex 3; (b) documentation established by the Ministerial Decree No. 69 on state surveys of minerals and of geological, economic and ecological information regarding plots of land conceded in use, and on the amounts and collection modalities for charges related to the aforesaid surveys; (c) subsoil management license; (d) public contract for execution of works (in case of execution of such works); (e) state assignment (in case of execution of works by state assignment); (e) sanitary and epidemiological conclusion by the competent sanitary authority relate to compliance of groundwater quality with potable water requirements (in case of groundwater extraction for potable water supply); and (f) documentation envisaged by the Order No. 378 of the Ministry of Natural Resources and Ecology validating the Requirements for filing of materials related to exploration of solid minerals submitted for state expertise.
