Order No. 643 of the State Committee for Environmental Protection regarding validation of the Regulation on state marine inspection for environmental protection attached to the Committee.

The State marine inspection is set up for the purpose of carrying out tasks pertaining to the competence of the State Committee for Environmental Protection in the sphere of ensuring protection of marine area, conservation of biological diversity, observance of the norms of ecological safety in the internal sea, territorial sea, continental shelf and EEZ of the Russian Federation. State marine inspection is entitled with the following tasks: 1) to carry out state ecological control within the internal sea, territorial sea, continental shelf and EEZ of the Russian Federation and, as regards the stock of anadromous fish formed in the rivers of the Russian Federation, outside EEZ of the Russian Federation; 2) to carry out within its sphere of competence protection of marine area and natural resources in the internal sea, territorial sea, continental shelf and EEZ of the Russian Federation; 3) to suppress unauthorized and unlawful use of marine natural resources and other violations of environmental legislation; 4) to keep record and registration of the objects polluting marine environment and having other negative impact on it; 5) to participate in the process of elaboration and realization of intergovernmental federal and regional ecological programs and arrangements; 6) prepares on the instruction from the State Committee for Environmental Protection the findings regarding authorization for carrying out marine research by foreign organizations; 7) participates in the prevention and liquidation of the consequences of ecological disasters at sea.
