Abstract
The Government, for the purpose of protection of precious stock of fish, marine mammals and aquatic invertebrate in the Russian defined areas of water, decrees to validate fees for calculation of damage caused by natural persons, legal persons and stateless persons by annihilation, fraudulent fishery or harvest of aquatic biodiversity in inland water basins, territorial water, continental shelf and EEZ of the Russian Federation and to the stock of anadromous fish species originating from the rivers of Russia, over the limits of EEZ of the Russian Federation and up to the external economic and fishing areas of the foreign states (Annex 1). Regional executive bodies are authorized to validate fees for the calculation of damage caused by natural persons, legal persons and stateless persons by annihilation, fraudulent fisheries or harvest of aquatic biodiversity not envisaged by the present Ministerial Decree. The amount of damage caused to the stock of fish and other aquatic biodiversity as a result of the infringement of the legislation on protection of the stock of fish by operation, construction, re-construction and expansion of the enterprises, works and other objects and carrying out other activities in the water basins and coastal zones (areas), must be calculated on the basis of methodical instructions validated jointly by the Federal Fisheries Committee and by the Ministry of Environmental Protection and Natural Resources and coordinated by the Ministry of Finance.
