Abstract
President of the Federal Fisheries Committee orders to validate the list of activities pertaining to industrial fisheries and fish breeding subject to licensing and the list of licensing organizations in accordance with the Annex 1 and the instructions on the modalities of licensing of industrial fisheries and fish breeding in the Russian Federation in accordance with the Annex 2. Control catch (harvest) of fish, aquatic animals and plants carried out by fishing inspection for the purpose of monitoring of fishing resources in accordance with the modalities established by the Federal Fisheries Committee. The purpose of licensing of industrial fisheries and fish breeding consists in establishing legal status of the declarant and his property, ensuring conservation, reproduction and rational use of aquatic biodiversity of inland waters, territorial sea, continental shelf, exclusive economic zone of the Russian Federation, the World Ocean and ensuring safe navigation of fishing vessels, prevention of the pollution of fishing water basins and fulfilment by the Russian federation of its obligations originating from international fisheries agreements.
