Abstract
The Government, for the purpose of conservation and rational use aquatic biodiversity of inland waters, territorial sea, exclusive economic zone and continental shelf of the Russian Federation and World Ocean, decrees to validate the Regulation. Industrial fisheries and fish breeding (except for marketable fish breeding) in the Russian Federation is carried out by juridical persons and individual employers on the basis of licence - special permit issued by Federal Fisheries Committee or its basin fisheries institutions. Federal Fisheries Committee is entitled to transfer the right of issuing licences for industrial fisheries and fish breeding to regional executive bodies. Licence is an official document that authorizes carrying out established activity for a given period and determines the conditions of its realization. This Regulation determines the modalities of licensing of industrial fisheries and fish breeding for juridical persons and individual employers. Federal Fisheries Committee validates the list of the types of activity related to industrial fisheries and fish breeding. Licences are issued for the period of not less than 3 years, but on request of the declarant can be issued for less than 3 years. Prolongation of licences is carried out in accordance with the modalities established for their issue.
