Order No.452 of 2003 of the Federal Fisheries Committee regarding the modalities of distribution of quotas for catch (harvest) of aquatic biodiversity for foreign states allocated in accordance with international fisheries agreements concluded by the Russian Federation.

The present Regulation establishes the conditions for the distribution of quotas for catch (harvest) of aquatic biodiversity for foreign states in territorial sea and EEZ of the Russian Federation in accordance with international agreements concluded by the Russian Federation. The amount of quotas is set at the annual sessions of bilateral fisheries commissions. Federal Fisheries Committee annually through tenders determines authorized organizations for carrying out talks with authorized enterprises (associations) of the foreign states regarding the conditions of fisheries and the modalities of payment. Issuing of fishing licences is carried out in accordance with the modalities established by the legislation currently in force and other normative legal acts of the Russian Federation.
