Presidential Decree No. 164 “On the Fundamentals of State Policy of the Russian Federation in the Arctic for the period until 2035.”

These Fundamentals of State Policy of the Russian Federation in the Arctic for the period until 2035 is a document of strategic planning in the field of national security of the Russian Federation and has as its scope the protection of the national interests of the Russian Federations in the Arctic. These Fundamentals define the goals and main directions and objectives, as well as implementation mechanisms of the state policy of the Russian Federation in the Arctic.
The main national interests of the Russian Federation in the Arctic are: (a) ensuring sovereignty and territorial integrity of the Russian Federation; (b) preservation of the Arctic as a territory of peace and stability and mutually beneficial partnership; (c) ensuring a high quality of life and well-being of the population of the Arctic zone of the Russian Federation; (d) development of the Arctic zone of the Russian Federation as strategic resource base and its rational use in order to accelerate the economic growth of the Russian Federation; (e) development of the Northern Sea Route as national transport competitive on the world market communications of the Russian Federation; and (f) environmental protection in the Arctic, protection of primordial habitat and traditional way of life of small indigenous peoples living in the Arctic zones of the Russian Federation.
The main directions of implementation of the state policy of the Russian Federation in the Arctic are: (a) social and economic development of the Arctic zone of the Russian Federation, as well as the development of its infrastructure; (b) development of science and technology in the interests of Arctic development; (c) environmental protection and ensuring environmental security; (d) development of international cooperation; (e) ensuring the protection of the population and territories of the Arctic zones of the Russian Federation from natural and technogenic emergencies; (f) ensuring public safety in the Arctic zone Russian Federation; and (g) ensuring protection and guardianship of the state border of the Russian Federation.
The main objectives in the field of economic development of the Arctic zone of the Russian Federation are: (a) state support for entrepreneurial activity, including support for small and medium-sized businesses; (b) increasing, through public and private investments, the volume of geological exploration work in the development of deposits of hydrocarbon raw materials and solid minerals; (c) creating conditions for increasing the efficiency of development and production (catch) of aquatic biological resources, stimulating the production of fish products with high added value and the development of aquaculture; (d) intensification of reforestation, stimulation of the development of forest infrastructure and deep processing of forest resources; (e) stimulation of local production of agricultural raw materials and food; (e) development of cruise, ethnic, environmental and industrial tourism; (g) preservation and development of traditional economic sectors, folk arts and crafts that contribute to employment and the development of self-employment of small indigenous peoples; (h) ensuring access of people belonging to small indigenous peoples to natural resources necessary for leading a traditional way of life and carrying out traditional economic activities; (i) development of mechanisms for the participation of persons belonging to small indigenous peoples and their authorized representatives in decision-making on issues of carrying out industrial activities in the places of their traditional residence and traditional economic activities; and (k) providing state support to the economically active population of Russia who are ready to move (resettlement) to the Arctic zone of the Russian Federation for the purpose of working.
