Presidential Decree No. 1666 validating the State National Policy Strategy for the period until 2025.

State National Policy Strategy for the period until 2025 is a system of modern priorities, goals, principles, basic directions, tasks and mechanisms for implementing state national policy of the Russian Federation.
The Strategy was developed to ensure the interests of state, society, man and citizen, strengthening state unity and integrity of Russia, preservation of ethnocultural identity of its peoples, combination of national interests and interests of the peoples of Russia, ensuring the constitutional rights and freedoms of citizens. Strategy is based on the principles of building a democratic federal state, serves as a basis for coordination activities of federal government bodies, state authorities of the constituent entities of the Russian Federation, other state bodies and local government, their interaction with civil society institutions in implementation of the state national policy of the Russian Federation. The Strategy is aimed at enhancing comprehensive cooperation between the peoples of the Russian Federation, development of their national languages and cultures.
The main issues of the state national policies of the Russian Federation that require special attention of state and municipal bodies are: (a) preservation and development of cultures and languages of the peoples of the Russian Federation, strengthening their spiritual community; (b) ensuring the rights of small indigenous peoples and national minorities; (c) creation of additional socio-economic and political conditions to ensure strong national and interethnic peace and harmony in the North Caucasus; (d) support for compatriots living abroad, promoting the development of their ties with Russia.
The main principles of the state national policy of the Russian Federation are: (a) state integrity, national security of the Russian Federation, unity of the system of state power; (b) equality and self-determination of the peoples of the Russian Federation; (c) equality of rights and freedoms of man and citizen, regardless of race, nationality, language, origin, property and official status, place of residence, attitude to religion, beliefs, membership of public associations, as well as other circumstances; (d) prevention and eradication of any forms of discrimination based on social, racial, national, linguistic or religious affiliation; (e) respect for the national dignity of citizens, prevention and suppression of attempts to incite racial, national and religious hatred, hatred or enmity; (f) state support and protection of the culture and languages of the peoples of the Russian Federation; (g) mutual respect for the traditions and customs of the peoples of the Russian Federation; (h) ensuring guarantees of the rights of small indigenous peoples (small ethnic communities), including support for their economic, social and cultural development, protection of their original habitat and traditional way of life; (i) ensuring the rights of national minorities; and (j) continuity of historical traditions of solidarity and mutual assistance of the peoples of Russia.
