Regional Resolution No. 1093-pa validating Regional State Program “Socio-economic development of small indigenous peoples of the North for the period of 2014-2018.”

Goals of the Regional State Program: (a) creating conditions for improving the socio-economic situation of small indigenous peoples North on the basis of the development of traditional and non-traditional economic activities, arrangement of social and industrial infrastructure of their places of compact residence; (b) preservation and revival of cultural and spiritual traditions of indigenous ethnic groups; and (c) assistance to local self-government bodies of municipalities in the implementation of the powers granted to them by law to resolve issues of local importance related to the life of settlements in which representatives of small indigenous peoples of the North live.
Objectives of the Regional State Program: (a) development of traditional sectors of environmental management, support of tribal communities, small and medium-sized businesses of small indigenous peoples of the North; (b) support for small indigenous peoples of the North in the field of education and healthcare, provision of social support measures; (c) preservation of the habitat, cultural heritage, ethnic languages and spiritual traditions of the indigenous peoples of the North living in the Magadan region; (d) ensuring employment of indigenous peoples of the North; and (e) improving social and living conditions, improving the quality of life of representatives of small indigenous peoples of the North.
Target indicators of the Regional State Program: (a) the number of tribal communities of small indigenous peoples of the North receiving financial support for hunting; (b) organization of municipal enterprises of the factorial form of trade and commodity exchange; (c) construction and major renovation of residential buildings for representatives of small indigenous peoples of the North; (d) acquisition and renovation of apartments for needy families of representatives of small indigenous peoples of the North, provision of social payments for the purchase of residential premises to citizens from among small indigenous peoples of the North; (e) providing financial support for dental prosthetics; (f) construction of leisure centers and ethnocultural centers in villages, places of traditional residence of small indigenous peoples of the North; and (g) reconstruction of ethnographic museums (centers) in places of compact residence of small indigenous peoples of the North.
