Regional Decree No. 476-pp validating Regional State Program “Socio-economic and cultural development of small indigenous peoples of the North living in the regional territory.”

Goals of the Regional State Program: creating favorable conditions for sustainable socio-economic development, preservation of cultural heritage, ethnic languages and spiritual traditions of small indigenous peoples of the North living in the regional territory.
Objectives of the Regional State Program: (a) support for traditional economic activities, preservation of the habitat, cultural heritage, ethnic languages, spiritual traditions and culture of small indigenous peoples of the North; (b) support for small indigenous peoples of the North in the field of education and health care, provision of social support measures, strengthening interethnic and interfaith harmony; and (c) improving social and living conditions, improving the quality of life of representatives of small indigenous peoples of the North.
Target indicators of the Regional State Program: (a) provision of social payments for the purchase of residential premises to citizens from among the small indigenous peoples of the North; (b) providing financial support for dental prosthetics to representatives of small indigenous peoples of the North; (c) the number of young people from among the small indigenous peoples of the North studying in educational organizations of higher education and professional educational organizations in the Magadan region and beyond its borders; (d) the number of children studying the native language of small indigenous peoples; and (e) number of communities and other associations of small indigenous peoples who received support for the development of traditional sectors of the economy.
Expected results of the implementation of the Regional State Program: (a) creation of conditions for the sustainable functioning of traditional economic sectors; (b) increasing interest in maintaining a traditional lifestyle and types of traditional economic activities; (c) improving the social and living conditions of families of small indigenous peoples of the North; (d) improving the socio-economic situation of small indigenous peoples of the North, improving their quality of life, strengthening social security; (e) increasing access of small indigenous peoples of the North to educational services; (f) creating conditions for preserving the heritage, development and popularization of languages and culture of small indigenous peoples living in the Magadan region; (g) increasing the role of small indigenous peoples of the North in the economic and social life of the region; and (h) improvement of the regulatory framework regulating the position of small indigenous peoples of the North in modern socio-economic conditions.
