Abstract
The Republic of Sakha (Yakutia) is home to 16 percent of indigenous small peoples of the North, Siberia and the Far East of the Russian Federation. The share of the Republic of Sakha (Yakutia) is one of the highest among the constituent entities of the Russian Federation, on whose territory small peoples live.
Program objectives: creating conditions for balanced spatial development of the Arctic zone of the Republic of Sakha (Yakutia) and improving the quality of life of the population, taking into account the socio-economic potential of the regions; sustainable development of small indigenous peoples of the North of the Republic of Sakha (Yakutia).
The main goal of state policy in the field of support of small indigenous peoples of the North of the Republic of Sakha (Yakutia) is to create conditions for the formation of sustainable development of small indigenous peoples in the Republic of Sakha (Yakutia) based on the resilience of small indigenous peoples to external influences, based on their way of life and shared responsibility, culture and traditional knowledge of small indigenous peoples of the Republic of Sakha (Yakutia).
The priority tasks for the sustainable development of small indigenous peoples of the North of the Republic of Sakha (Yakutia) are: (a) preservation of the original habitat and traditional way of life of small indigenous peoples, economic development of traditional economic infrastructure and traditional economic activities in places of their traditional residence while maintaining the environmental balance; (b) the formation of multivariate self-development, which involves preservation and development of a diverse indigenous economy, based on reindeer husbandry, hunting and fishing, collecting wild plants and increasing the efficiency of use of natural resources; (c) increasing the economic efficiency of communities of small indigenous peoples and other organizations carrying out traditional economic activities of small indigenous peoples; (d) intensification of business and investment activities of small indigenous peoples, development of trade, financial and economic connections, integration into the regional economy; (e) improving the quality of life, health, increasing the level of education and professional training of small indigenous peoples, creation of a life support system and social conditions, contributing to the satisfaction of vital needs of small indigenous peoples; (f) preservation of traditional cultural values as national cultural development and spiritual identity of small indigenous peoples of the Republic of Sakha (Yakutia); and (g) development of traditional knowledge acquired over many generations of small indigenous peoples contributing to the protection of biological diversity and adaptation to modern socio-economic, climatic conditions.
