Miscellaneous Amendments Law - (Unification of Environment Councils) of 2020 - Legislation No.3 of 2020.

This Amendment aims at establishing a single Council, based in Khartoum and chaired by the Prime Minister, for the protection of the environment and natural resources and to cancel the local councils in the various states of Sudan, replacing them with sub-departments of the Council, if necessary. The Council will also assume among its tasks those foreseen by Combat Desertification Law of 2009 and National Biosafety Law of 2010. Art.8 replaces article 8 of the Law of 2001 and concerns the meetings of the Council and the prerogatives of the General Secretariat. ِArt.26.a states that all properties of the National Council to Combat Desertification and of the National Biosafety Council, together with all rights, debts and obligations devolve to the Supreme Council for Environment and Natural Resources.
As for the Law of 2009, the National Council to Combat Desertification is replaced by the Supreme Council for Environment and Natural Resources. All the articles referring to the Council to Combat Desertification are deleted, namely its establishment, meeting methods and times, the formation of the General Secretariat, the Financial provisions and the budget, and Article 17 which established the establishment in each State of Sudan of a Council to Combat Desertification.
Ragarding the National Biosafety Law of 2010, the Amendment deletes, in the Definitions, the references to the Council established at Article 4, in turn deleted, together with the articles that provide for its institution, its members, and periodic meetings. Articles relating to financial and budgetary matters of the National Biosafety Council are also canceled.
