Abstract
The present Regulation establishes a comprehensive system of extended producer responsibility (EPR) for packaging, aiming to reduce packaging waste, limit environmental harm, and increase recycling and reuse. It defines key concepts such as “producer,” “packaging,” and “packaging waste,” and sets out that producers must take operational or financial responsibility for collecting and treating packaging waste. The regulation is closely aligned with EU directives on waste and packaging, and it applies broadly to all actors placing packaging on the Swedish market.
The regulation sets quantitative environmental targets, including minimum recycling rates (e.g., 65% overall recycling rising to 70%, and higher targets for materials like glass and paper), reductions in littering (especially for single-use plastics), and minimum levels of recycled content in plastic packaging. It also imposes design and labeling requirements, requiring packaging to be minimized in weight and volume, reusable or recyclable, and manufactured to reduce harmful environmental impacts. Specific rules apply to items such as plastic bottles, which must contain a minimum proportion of recycled material and be part of deposit-return systems.
To implement these goals, the regulation creates a structured system involving producer responsibility organisations (PROs), municipalities, and national authorities. Producers must join or establish a PRO, which organizes collection, recycling, and reporting, while municipalities are responsible for collecting household packaging waste under increasingly comprehensive systems (including door-to-door collection). The system is financed through producer fees, and extensive reporting obligations ensure oversight by the Swedish Environmental Protection Agency.
