Abstract
The purpose of this Act is to ensure high quality of the production and marketing of forest reproductive material, adjusted to the site of reproductive material and optimal functioning of forest ecosystems and their restoration in accordance with the principles of forest genetic resources. This Act establishes: (1) conditions of the production, marketing and use of forest reproductive material; (2) obligations of persons engaged in the production, marketing and importation of forest reproductive material; (3) professional tasks and procedures relating to the origin, quality and identity of forest reproductive material; (4) acquisition, use and sharing of data and information; (5) tasks of the authorities engaged in the implementation of this Act. Reproductive material under this Act includes the seed material, parts of plants and planting material of tree species and artificial hybrids which are used in particular for restoration of forest planting and sowing, afforestation, design and maintenance of permanent protection or anti-erosion belts of forest trees, and design and maintenance of plantation forest trees. These provisions do not apply to forest reproductive material intended for export or reexport. This Act is composed 75 articles divided into the following Sections: (1) General provisions (Sec. 1); Conditions of production and marketing of reproductive material (Sec. 2); Use of reproductive material (Sec. 3); Suppliers of reproductive material (Sec. 4); Forest seed plants (Sec. 5); Import of reproductive material (Sec. 6); Reserves of reproductive material and forest gene bank (Sec. 7); Acquisition, use and sharing of data and information (Sec. 8); Public authority (Sec. 9); Costs (Sec. 10); Liabilities of authorities (Sec. 11); Penalty provisions (Sec. 12); Transitional and final provisions (Sec. 13).
