Abstract
This Resolution here proclaims the adoption of the National Program for Protection against Natural and Other Disasters. The Program shall take into account all types of dangers of natural and other origins considered as disasters that threaten people, animals, property, cultural heritage and the environment in general. It also takes into account the natural and other factors that influence disasters and protection against them, as well as the human and material resources that can be used in the management of hazards and the protection of those at risk. The Program follows the general goal of protection against natural and other disasters, which is: to reduce the number of accidents and to prevent or mitigate their consequences in order to make life safer and of a better quality. It is aimed at prevention, which is more effective and, in the long run, cheaper than other forms of protection against accidents. Since it is not possible to eliminate all dangers that cause accidents, all forms of protection and preparedness that enable quick and effective action in the event of accidents are equally treated in the program. Ensuring protection against natural and other disasters, which also includes environmental, industrial and other disasters caused by man through his activity and conduct, as well as terrorist activity and various forms of mass violence and other non-military and military sources of threat, is therefore a permanent vital and strategic goal of the Republic of Slovenia.
