Abstract
This Law here regulates general rules and requirements for the national fire protection system. The fire protection system comprises the organization, planning, implementation, control and financing of fire protection activities and measures. Fire protection activities may be carried out by natural and legal persons, self-employed individuals or individuals who are self-employed, if they meet the prescribed conditions. Fire protection activities according to this Law are research, education and training, planning of fire protection measures, supervision, fire insurance, firefighting, technical supervision of built-in fire protection systems, chimney construction, property fire protection and others. The goal of fire protection activities and measures is to protect people, animals, property and the environment from fire and explosion. In order to achieve these goals, it is necessary to ensure the following: 1. planning and taking into account preventive fire protection measures; 2. detection, notification, limitation of spread and efficient extinguishing of fire; 3. safe withdrawal of people and animals from the fire-endangered area; 4. prevention and reduction of the harmful consequences of fire and explosion for people, animals, property and the environment; 5. establishment of economic relations between prescribed preventive fire protection measures and expected fire damage. Owners and users of real estate in endangered areas must cooperate in the implementation of measures to prevent the occurrence of fire in the natural environment. When planning, organizing and implementing fire protection measures to prevent the occurrence of fire in the natural environment, they must cooperate with the owners, lessees and other land users, as well as with the Slovenian Forest Service, as well as organizations that manage road, railway, electric power and other infrastructure in the natural environment. Chapter XII sets out related penalty provisions.
