Abstract
This Act, which is composed of 40 articles divided into the following Sections: Genereal provisions (Sec. 1); Allowance trading (Sec. 2); State administration (Sec. 3); Transitional and final provisions (Sec. 4). The present Act lays down: (a) trading in greenhouse gas emission allowances in the Slovak Republic between persons registered in the Slovak Republic and the European Union and those registered in the countries listed in Annex B to the Kyoto Protocol which promotes reducing greenhouse gas emissions in the economically efficient manner; (b) trading in emissions allowances of pollutants; (c) rights and obligations of persons who operate or control stationary operation, aircraft operators, other participants in the trading scheme and other participants in the trading system; (d) the competence of state administration.
