Abstract
These Regulations prescribe rules relating to local and foreign fishing, management areas, maintenance of fishing logs, surveillance and enforcement measures, mesh sizes and how to measure them, stowage of gear, fish marketing and processing. The fishery waters shall be divided into two areas of which the area 5 nautical miles to the landward side will be reserved for artisanal and recreational fishing (sect. 3). Artisanal vessels are exempted from licence requirements but have to be registred (sect. 5). Part X is completely dedicated to licenses for fish receiving, processing and marketing. These Regulations, which revoke the Fisheries Regulations, 1988, provide for the management of the fisheries waters of Sierra Leone. The latter are divided into two management areas, an area for industrial fisheries and a 5-mile reserved for artisanal and recreational fisheries. They establish the licence and registration requirements for the different kind of fisheries (Part II). Part III is devoted to the identification requirement of vessels and gears and the enforcement measures relating thereto. The basis of licensing of fishing vessels (the application form, the grounds for refusal, transferability, validity, modification of licence conditions and fees) and mesh specifications are covered by Part IV. The Regulations deal furthermore with the compulsory use of the English language and the International Code of Signals (Part V); the maintenance of fishing reports and logs (Part VI); the stowage of gear and avoidance of damages to fixed gear and traditional devices (Part VIII); the requirements for transfer of catches and transhipment (notification of transhipment, the request of a tranship/loading licence) (Part IX); and the fish receiving, processing and marketing measures (Part X).
The Annexes to the Regulations include six schedules relating to the fisheries management areas, the fishing, the fish loading and transhipment and the fish processing licences, the standard specifications for the identification and marking of fishing vessels and the registration of artisanal fishing vessels.
