Law No. 1020 “On pedigree stockbreeding”.

This Law regulates social relations concerning organization of pedigree breeding in the Republic of Tajikistan, and is aimed at strengthening the national genetic fund of animal husbandry and ensuring the country's food security. Pedigree breeding is a complex of zootechnical, biological-genetic, organizational and economic measures aimed at breeding new breeds and breeding groups of farm animals, care and improving the qualities of existing breeds. This Law shall be applicable only to pedigree breeding of agricultural animals. Certification of pedigree breeding material (products) shall be performed in the manner prescribed by the legislation of the Republic of Tajikistan. Entrepreneurial and selection activities in the field of pedigree breeding shall be performed after receiving a certificate in the field of pedigree breeding, which is issued by an authorized state body in the manner established by the legislation of the Republic of Tajikistan. The competence of the Government of the Republic of Tajikistan in the area of pedigree breeding includes: (a) implementation of state policy in the field of pedigree breeding; (b) nomination of the authorized state body in the field of pedigree breeding; (c) approval of state programs in the field of pedigree breeding in order to create new breeds of agricultural animals, improve the useful qualities of existing breeds, preserve and use the gene pool of agricultural breeding animals; (d) approval of the Regulations on the procedure for attestation and the procedure for assigning the status of a breeding enterprise (farm) to economic entities; (e) annual approval of the network of breeding plants, farms, associations, cooperatives and dekhkan (peasant) farms in the field of pedigree breeding; and (f) implementation of other competences on pedigree breeding matters in accordance with the regulatory legal acts of the Republic of Tajikistan. The state register of agricultural breeding animals shall be kept and updated in the Republic of Tajikistan by breeds of agricultural pedigree animals on the basis of registration data submitted by natural persons and legal entities, engaged in pedigree breeding, to the authorized state body. State support for pedigree breeding activities shall be performed at the expense of budget funds through subsidies on the basis of programs for the development of pedigree breeding activities. Pedigree breeding business entities shall include animal farms and poultry farms. This Law consists of 5 Chapters divided into 32 Articles. Chapter 1 lays down general provisions. Chapter 2 establishes competence and powers of state bodies in the sphere of pedigree stockbreeding. Chapter 3 regards organization of pedigree stockbreeding activities. Chapter 4 regards acknowledgement of pedigree material (production) and assessment thereof. Chapter 5 lays down final provisions.
