Abstract
This Law regulates relations in the sphere of food safety with a view of protection of human life and health, consumers, animal and vegetable kingdom, and environmental protection. It shall be applicable to processing, transportation, storage and trade of foodstuffs and ingredients, including dietary food, infant food and biological food additives, and also to packaging materials. Basic regulatory principles of food safety shall be: (a) liability; (b) risk assessment; (c) prevention; (d) control; (e) traceability; (f) consumer protection; (g) transparency; (h) application of national safety standards to national and imported foodstuffs; and (i) free trade ensuring high level of protection of human life and health. Only safe foodstuffs can be authorized for trade. Producers and suppliers of foodstuffs must comply with the provisions of this Law. Safety of foodstuffs shall be ensured through state regulation, compliance with food safety standards, production control and testing, and civil and penal liability of the offenders.
